Nick Hedges photographs for the housing charity Shelter were taken between 1968 and 1972. The charity was launched in December 1966 to highlight poverty and lack of proper housing. The charity produced reports, advertising campaigns and posters. Hedges' photographs of poverty in Birmingham, Manchester, Leeds, Bradford and London played a significant role in exposing the terrible conditions faced by as many as three million people in Britain at that time.

The present photograph has a typed label on the reverse that explains: " 'Cathy' a young mother with her husband and baby son living in a damp cellar flat in a Liverpool slum. Her story is featured in 'Condemned' Shelter's report on housing and poverty (p.23).

Verso also stamped "SHELTER photograph by NICK HEDGES" and stamped with the date "21 Feb 1972"
